Steven was appointed chairperson of the Canada Pension Plan Review Tribunal in 1995. He travelled across the country in this capacity for a period of more than 11 years. He also acted as chairperson of the Nova Scotia Regional Assessment Appeal Court where he chaired hearings across Nova Scotia for over 14 years. Steven has conducted hearings and appeared before many administrative tribunals and arbitration boards, thousands of times since 1984. It has been said, “peoples’ lives are affected more by administrative decisions than any involvement with the courts”.  Steven has firsthand experience to confirm that this is often the case.
